Clark Hull introduced the concept that science was about developing theories and testing theories. Skinner (1950) argued that we should be searching for orderly relationships between behavior and the world; and not worry about developing theories. Read his article here. (Skim the middle three sections. They are to make his point that interesting results are found without having a theory and evaluating its' predictions.) 1.
